Miyoshi, Clerk, State House of Representatives, dated May 13, 1992, transmitting a copy of House Concurrent Resolution No. 292 HD1 requesting the Department of Land and Natural Resources and the County of Hawaii to continue facilitated discussions concerning natural resource protection and management of lands in Kohala and in Mauka North and South Kona. The resolution was adopted by the State House of Representatives of the 16th Legislature at its Regular Session of 1992. Inouye, dated May 15, 1992, submitting for confirmation the following appointment to the Planning Board of Appeals: Robert S. Tamaye, a Democrat from Honokaa, to fill the vacancy created by the expired term of George P. Martin. Mr. Tamaye will serve until December 31, 1997. Comm. 3735: CHARTER AMENDMENT (Bill 622) From FC Chairwoman Helene H. Hale, dated May 19, 1992, submitting a bill to initiate a Charter Amendment amending Article V, Chapter 4, Section 5-4.2(h), and Section 5-4.3, Hawaii County Charter 1991, relating to the Planning Commission as an advisory only body. UNFINISHED BUSINESS Comm. 3278: STATE LAND USE BOUNDARY AMENDMENT APPLICATION (91-2) (Bills 564 AND CHANGE OF ZONE APPLICATION (91-11) and 565) APPLICANT: GERI WARD PACK, ET AL. AG TO URBAN (BOUNDARY AMENDMENT) and U to RS-10 (REZONING) (5.36± ACRES) TAX MAP KEY: 7-3-5:88 KALAOA 4TH, NORTH KONA From Planning Commission Chairman Mike Luce, dated January 31, 1992, submitting a bill for a State Land Use Boundary amendment changing 5.36± acres of land from the Agricultural to the Urban district. Also transmits a bill to change the district classification for 5.36± acres of land from an Unplanned (U) to a Single-Family Residential-10,000 (RS-10) zoned district, located approximately 275 feet north of the Ka'iminani Drive-'Ili'ili Street intersection and lies between 'Ili'ili and Ke'oke'o Streets, Kalaoa 4th, North Kona. Comm. 3282: From Roy S. Mushrush, President, Kona Palisades Estates Community Association, dated January 14, 1992, regarding Geri Ward Pack, et al's request for State Land Use Boundary and Rezoning Amendments (C-3278/Bills 564 and 565). Also requests rezoning approvals be temporarily disallowed in Kona Palisades until adequate roadways PC-80 Page 3 May 27, 1992 Comm. 3282: are available to alleviate the increasing traffic (Cont'd) volume in KaImiNani and there is stability in water and power supplies. Comm. 3396: From J. Curtis Tyler, III, and Lesley S. Tyler, dated February 11, 1992, expressing their opposition to the rezoning and the State Land Use Boundary Amendment requests of Geri Ward Pack et al, TMK: 7-3-5:88. Comm. 3397: From Thomas L. H. Yeh, Menezes Tsukazaki Yeh & Moore, dated March 6, 1992, responding to concerns raised at the PC February 12, 1992 meeting regarding the rezoning application of Geri Pack, et al, by outlining what has been done to address those concerns, along with their analysis. Comm. 3407: From Mr. and Mrs. J. Curtis Tyler, III, dated March 10, 1992, outlining their concerns, recommendations and informing of facts on various issues pertaining to Bills 564 and 565, Geri Pack et al's requests. Comm. 3739: From Ellen Garver, dated May 18, 1992, expressing support of the rezoning request of Geri Pack, et al. Comm. 3740: From PC Chair Takashi Domingo, dated May 20, 1992, transmitting letters regarding the Rezoning and State Land Use Boundary Amendment applications by Geri Ward Pack et al (Bills 564 & 565) which were presented but not read into the record at the PC meeting held on March 11, 1992. Comm. 3652: MICRO PLAN - KALAOA DISTRICT, KONA From Roy S. Mushrush, President, Kona Palisades Estates Community Association, dated April 17, 1992, regarding the "micro plan" concept which he feels should be instituted to address general infrastructural inadequacies in the Kalaoa District. Comm. 3738: GOLF COURSE COMMUNITY BENEFIT ASSESSMENT SPECIAL MANAGEMENT AREA (SMA) USE PERMIT N0. 25 WAIKOLOA HOMESITES VENTURE Copy of letter to William W. L. Yuen, Esq., Moon, O'Connor, Tam & Yuen, from Planning Director Norman K. Hayashi, dated May 18, 1992, thanking him for honoring his commitment that Waikoloa Ho[nesites Venture will be contributing its first agreed upon installment payment of $1.5 million, prior to July 1, 1992, as their golf course community benefit assessment.
