Requires the Finance Director to notify the Council of all change orders and
contract supplements executed by the County no later than 30 days after the
authorization of the change order or contract supplement. Notification shall be
provided by submitting a report to be placed on the Finance Committee agenda.

A RESOLUTION TO ESTABLISH A SHORELINE PARK SYSTEM.
WHEREAS, the present economic downturn has alerted residents to focus on the need
for a sustainable course for the future; and
WHEREAS, that course most logically will be based on the preservation of our assets;
and,
WHEREAS, those assets are largely aesthetic links to our open spaces; and,
WHEREAS, those open spaces are probably best protected by being included in a park
setting; and,
WHEREAS, perhaps the biggest draw for visitors is a park/open space setting; and,
WHEREAS, parks best preserve life style and land value; and,
WHEREAS, now is a unique time to begin negotiations to acquire open space; and,
WHEREAS, much of the Kona Coast is presently undeveloped; and
WHEREAS, virtually all of this undeveloped coastline belongs to the State of Hawaii;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
County Council begin negotiations with the State of Hawaii to classify these lands as future
open space.
BE IT FURTHER RESOLVED that the County Council begins the process of
envisioning a shoreline park stretching from Kailua through Kawaihae and extending northbound
including existing and developed trail systems.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable Mayor William Kenoi, the Director of the Planning Department, the
Director of the Department of Parks and Recreation, the Honorable Governor Linda Lingle, the
Director of the Department of Land and Natural Resources, Division of State Parks, the Chair of
the Board of Land and Natural Resources.
