A RESOLUTION ENCOURAGING THE DEPARTMENT OF EDUCATION TO
REPRIORITIZE THE DEPARTMENT'S ALLOTMENT PRIORITIES PROJECT
LIST TO MOVE THE KA`U HIGH AND PAHALA ELEMENTARY SCHOOL
DESIGN, CONSTRUCTION AND EQUIPMENT OF THE GYMNASIUM/CIVIL
DEFENSE SHELTER, GROUND AND SITE IMPROVEMENTS; EQUIPMENT AND
APPURTENANCES PROJECT TO ITS HIGHEST POSSIBLE LEVEL OF
PRIORITY.
WHEREAS, the County of Hawaii has faced an elevated exposure to harmful volcanic
gasses and abrasive airborne particulates since the March 2008 opening of the Halema`uma`u
summit vent at Kilauea; and
WHEREAS, the community of Pahala in the District of Ka`u is the nearest community
downwind from the predominant trade winds that carry this vog and ash from the Kilauea
Caldera vent; and
WHEREAS, vog, hurricanes, floods and earthquakes are all highly probable threats to
the Ka`u region; and
WHEREAS, constructed in 1936, the existing Ka`u High and Pahala Elementary
School gymnasium is not earthquake, hurricane or atmospherically resistant in the event of
such catastrophes, and there is no other structure or facility on campus or in the region capable
of sheltering the students, faculty or general populace; and
WHEREAS, the State Board of Education currently has the Ka`u High and Pahala
Elementary School design, construction, and equipment for gymnasium/civil defense shelter
ground and site improvements; equipment and appurtenances project ranked 60th on their
Allotment Priority List; and
WHEREAS, a private party in the community has tendered a temporary offer to
contribute $1,500,000 towards the design of this proposed facility; and
WHEREAS, our Federal and State legislators, the Mayor, and community leaders have
expressed the need for this project; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
this project be quickly elevated to one of the top project(s) on the priority list due to recent
threatening volcanic activity.
BE IT FURTHER RESOLVED that the Hawaii Department of Education consider
the safety and welfare of the Ka`u school students and faculty as well as the community
populace when prioritizing this project.
BE IT FINALLY RESOLVED that the County Cleric shall forward a copy of this
resolution to the Honorable Mayor William Kenoi; The Adjutant General State of Hawai'i
Department of Defense Major General Robert G. F. Lee; the Honorable Senator Daniel K.
Inouye; the Honorable Senator Daniel K. Akaka; the Honorable Congressman Neil
Abercrombie; the Honorable Congresswoman Mazie Hirono; the Honorable Senator Donna
Mercado Kiln: the Honorable Senator Shan Tustsui; the Honorable Senator Suzanne Chun
Oakland; the Honorable Senator Carol Fukunaga; the Honorable Senator Brickwood Galuteria;
the Honorable Senator Clayton Hee; the Honorable Senator Fred Hemmings; the Honorable
Senator Gary L. Hosser; the Honorable Senator Michelle Kidani; the Honorable Senator
