EXPLANATION (Provide complete explanation):
We would like to transfer funds to acquire two laptop computers for an Administrative Officer and Staff Officer
in Civil Defense. The laptops are replacements for desktop PCs will serve as dual purpose computers for use at
the office and in the field. The source of funds is an account originally set aside for a fixed phone line between
Hawaiian Volcano Observatory and Civil Defense. The phone line has been replaced with satellite phones.
