{Amends Sections 2-112 through 2-114 to require approval by the Council through
a resolution as submitted by the director of finance for land transactions for real
property that is ten acres or larger, or appraised in value at or in excess of $500,000.
The resolution shall include the final bid price, intended use of the property, and the
name or names of the prospective buyer. This does not apply to real property
