Subject: Request for time (I hr) during November 3, 2009,~mittee Agenda to discuss
Part I, Meetings, of Chapter 92, Public Agency and Records, section 92-2.5,
Permitted Interactions of Members (the Sunshine Law) as it applies to operations
and procedures of the County Council.
I respectfully request time at the appropriate committee to convene on November 3, 2009 to
discuss the Sunshine Law as it applies to operations and procedures of the County Council.
The scope of the discussion will include, but not be limited to the idea (proposal) of a private
sector third party opinion to conclude whether or not the Sunshine Law constrains the Hawai'i
County Council from performing similar legislative duties to the State of Hawaii Legislature,
the precedent set by the Hawaii State Legislature of exempting themselves and a third party
determination of whether the Hawaii County Council should be exempt from the provisions.
