Re: Operating Budget
The State of Hawaii Department of Business Economic Development and Tourism has
authorized $20,000 for the Hawaii County Department of Research and Development to
develop a master plan for the North Kohala Agricultural Processing Facility. This facility
will serve the community by enabling farmers to process taro into poi and their vegetables
into value added products, by being a distribution center with refrigerated storage facilities,
and by having a place to hold meetings and classes. The funds, derived from the U.S.
Department of Commerce Economic Development Administration, will be used to hire a
contractor to develop the master plan.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of
Hawaii Department of Business Economic Development and Tourism for this grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
this grant award.

A. REQUEST:
To accept $20,000.00 in the form of a Contract for Goods and Services from The Department of Business
Economic Development and Tourism(DBEDT), Hawaii State Office of Planning to develop a master plan for
the North Kohala Agricultural Processing Facility.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
DBEDT, Office of Planning received funding from the EDA Economic Adjustment Implementation Grant
under Award Number 07-79-05930 to fund Hawaii State Farm Bureau Federation for the development of a
master plan for the North Kohala Agricultural Processing Facility. This proposed facility will serve the
community by enabling farmers to process taro into poi and their vegetables into value added products,
serve as a distribution center with refrigerated storage facilities, and a place to hold meetings and classes.
The County of Hawaii Department of Research and Development will serve as the pass through agency on
the above-referenced funds. Attached is a copy of the Letter of Award from EDA to DBEDT, Office of
Planning and draft Contract for Goods and Services from DBEDT, Office of Planning with Hawaii County
Department of Research and Development.

The Seattle Regional Office of the Economic Development Administration has reviewed your request to
contract for services with the below organization who will serve as contractor to develop a master plan for
the North Kohala Agricultural Processing Facility.

Under the Terms and Conditions of the Economic Adjustment Implementation Grant Award Number
07-79-05930, the Office of Planning will require and ensure that recipients of sub-grants adhere to and
abide by all of the EDA requirements, laws, and regulations as well as the revised Standard Terms and
Conditions as well as all reporting requirements per the original award. The State of Hawaii, Office of
Planning, will also continue with their required reports and will be responsible for assuring that the sub
recipients adhere to the reporting requirements as well.
