The United States Department of Energy has authorized $737,800 to the Hawai'i County
Department of Research and Development for its Energy Efficiency and Conservation Grant
Project. The funds will be used to implement four (4) energy efficiency activities for the
County of Hawai'i. These activities include 1) Street Light Retrofit to Energy Efficient LED
Lamps, 2) Residential Green Retrofit & Energy Efficiency Training Program,
3) Government Operations Energy Sustainability Management System, and 4) Financing
Package for Energy Efficiency and Renewable Energy Projects.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the U.S.
Department of Energy for this grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
this grant award.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Council action is needed to amend the Department of Research and Development's fiscal 2010 budget to
accept a new federal grant. The $737,800 Energy Efficiency and Conservation block grant from the U.S.
Department of Energy will be used to implement four energy efficiency activities for the county. Please refer /
