RESOLUTION NO. ~U2 00
RESOLUTION CREATING TWO (2) SCHOOL CROSSING GUARDS HOURLY
TEMPORARY POSITIONS FOR KEALAKEHE ELEMENTARY AND INTERMEDIATE
SCHOOLS
WHEREAS, Kealakehe Elementary School and Kealakehe Intermediate School have adjoining
campuses that are surrounded on three sides by a number of subdivisions, as well as other multi-
family residences; and
WHEREAS, Kealakehe Elementary School has a student population of 995 in grades
kindergarten to 5, and Kealakehe Intermediate School has a population of 941 in grades 6 to 8; and
WHEREAS, hundreds of elementary and intermediate school age children walk to and from
these schools every day; and
WHEREAS, the Kealakehe Neighborhood Watch posts volunteers at the intersection of
Kealakehe Street and Kealaka'a Street and at the intersection of Kealakehe Street and Onipa'a
Street; and
WHEREAS, although these volunteers are invaluable, they lack the authorization to stop traffic
to allow the children to safely cross these streets; and
WHEREAS, the community police officers have helped but cannot always be present to assist
with traffic control; and
WHEREAS, by creating two (2) School Crossing Guards Hourly Temporary, SR-5 positions,
the school children in the area of the Kealakehe Elementary, Kealakehe Intermediate and the new
Hualalai Academy would be safeguarded against heavy and often times speeding traffic; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has
the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that two (2) School Crossing Guards Hourly Temporary, SR-5 positions be created in the Hawaii
County Police Department, Administrative Division.
BE IT FURTHER RESOLVED that there are sufficient funds in the County of Hawaii Police
Department, Administrative Division, Regular Salaries and Wages account 010-201-5203.01-011.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Police,
Finance and Civil Service Departments.
