Your Committee on Finance, to which was referred Resolution No. 246-09, reports as follows:
Resolution No. 246-09, transmitted by Director of Finance Nancy Crawford, via Communication No. 546,
dated September 22, 2009, amends transfers as follows:

The Prosecuting Attorney's Office was awarded federal funds for the Hawaii Strategic Prevention
Framework-State Incentive Grant by the Alcohol and Drug Abuse Division of the Department of Health.
The award of $1,063,950 is being transferred so that the Mayor's Office can assume control and
responsibility for planning and implementation of underage drinking activities in Hawaii County.
Councilmember Naeole spoke in support of this measure. She stated too many young people are drinking
alcohol during the night, and the County needs to be in control of this. She requests that Administration
provide Council with information of where the monies are being distributed.
Councilmember Ford expressed that her district also has problems with under-aged people drinking
alcohol. She asked what the Office of the Mayor will do to help this massive problem be under control.
Managing Director William Takaba came forward and stated that the County is applying for $6 million
from the Substance Abuse and Mental Health federal funds. A portion of that will go to program
development. He stated further that Mayor Kenoi sees this program as one of the top three priorities for
his Administration.
Mr. Takaba emphasized that one of the keys to success of this program is to coordinate with a lot of
different agencies to deliver the program, such as the Fire and Police Department, Liquor Control
Division, and Mass Transit.

Chair Yagong informed the Administration to be sure that there is no conflict with the application of the
grant if it is being switched from the Prosecutor's to the Mayor's Office. Mr. Takaba responded that the
Prosecutor's office is very supportive of the program. They have done an excellent job; it is not one of
their corp. functions, but they stepped up to the plate and made sure there was continuity. Chair Yagong
stated that with this type of funding source, a good program could be put together for the benefit of the
entire island.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 246-09, and
recommends its adoption.
