Re: U1 -J::: Proposed Amendment(s) to Resolution No. 206-09, Draft 4; Procedure for Prioritization of CIP Requests At the October 20, 2009, Committee on Public Works and Intergovernmental Relations meeting, the Council decided to limit the number of CIP project recommendations to one per Council member. The Council members identified one project each to be incorporated into an amendment to Resolution No. 206-09, Draft 4, which would be prepared by the Legislative Research Branch. Please find attached as "Exhibit 1 "a copy of this proposed floor amendment. Note the Council may further amend this proposal via secondary amendments. At the October 20,2009, meeting the procedure for the ranking these Capital Improvement Projects was also discussed. Based on that discussion, the recommendation for this procedure is as follows: · After Resolution No. 206-09, Draft 4, is amended during the November 4,2009, Council meeting with the proposed floor amendment discussed above, a Priority Ranking Form (PRF), attached as "Exhibit 2," will be distributed to the Council. Note: the form provided maybe amended if secondary amendments are made to the proposed amendment discussed above. · Each council member will assign a rank to each project, numbering the projects from 1-8. (Each project must receive a ranking, with no two projects receiving the same ranking number. The number 1 designates the highest-priority project. The project with the lowest total will be ranked as the highest-priority project; e.g. a project receiving a total ranking of 9 would have been unanimously approved as the highest-priority project with each council member assigning a 1 to that project.) · Each council member will print their name and sign at the bottom of the PRF. · During a brief recess or while the matter is postponed, the PRF will be collected and tabulated by a member of the Legislative Research Branch; the Legal Specialist will supervise tabulation of rankings. · Final results will be announced by the Legal Specialist. · In the case of any tie, those projects will be voted on by the council to determine which project shall be ranked higher. October 27,2009 Page 2 of2 · The council will vote to further amend Resolution No. 206-09, Draft 4, based upon the tabulation of the PRF and any subsequent discussion by the council. · These two amendments (selecting nine projects then prioritizing them) will constitute Resolution 206-09, Draft 5, which I recommend be placed on the November 18, 2009, agenda of the council for final action. Each PRF will be attached to a communication from the Clerk, to be numbered and kept as part of the record for Resolution No. 206-09, as amended. A RESOLUTION URGING THE HAW AI'I STATE LEGISLATURE TO SUPPORT AND PROVIDE STATE FUNDING FOR THE HIGHEST PRIORITY CAPITAL IMPROVEMENT PROJECTS IN THE COUNTY OF HAW AI'I. WHEREAS, the statewide unemployment rate for May 2009 was 7.4 percent with Hawai'i County's unemployment the highest at 10.4 percent; and WHEREAS, funding capital improvement projects will help to stimulate the Big Island economy at a time when it is most needed; and WHEREAS, the Hawai'i County Council has created a list of capital improvement projects throughout the Big Island that are in need of funding; and WHEREAS, the Hawai'i County Council feels that the most effective way to gain the support ()f our Legislators is to submit one priority list as a unified Council rather than nine separate lists from each district; and WHEREAS, the capital improvement projects are ranked by priority as follows: 1. Laupahoehoe Point Access Road Improvement 2. Puna Makai Alternate Route (PMAR) 3. South Kona Police Station (Captain Cook) 4. Kapio'olani Street Extention 5. Waimea District Park 6. Na'alehu Fire Station 7. Kawailani Street Improvements ('Iwalani S1. to Pohakulani S1.) 8. Kama'ili Road Paving Project; and WHEREAS, this priority list, as shown in detail in "Exhibit A," will be sent to our Legislators for the 2010 Legislative Session; and WHEREAS, each Council Member is responsible for providing documentation (e.g., plans and designs, maps, costs, etc.) of their district project upon request by our State Legislative delegation; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAW AI'I that the Hawai'i County Council respectfully requests the Hawai'i State Legislature to support and provide State funding for the priority projects listed above. Kama'ili Road Paving Various Puna 5 $6 + million Kawailani Street Improvements ('Iwalani 2-4-15 & 19 3&4 $4 million St. to Pohakulani St.): Laupahoehoe Point Access Road 3-6-02 & 04 1 $4 million Improvement: Puna Makai Alternate Route (PMAR): 3,4 & 5 $1.5 million To conduct an Environmental Impact (planning) Statement and Preliminary Engineering Report (EIS/PER) to identify alignment and design criteria for PMAR between Nanawale Estates and Hilo with particular emphasis on identification of a corridor alignment through Hawaiian Paradise Park that presents the least adverse impact on existing developed lots.
