RESOLUTION CREATING A WORKERS COMPENSATION SPECIALIST III
POSITION AND A PERSONNEL CLERK II POSITION FOR THE WORKERS
COMPENSATION UNIT
WHEREAS, a recent study and a comparative review of otherjurisdictions' programs of the
workers compensation unit was conducted; and
WHEREAS, it was concluded that, based on the tremendously excessive workload, two teams
comprised of a specialist and a personnel clerk, together with a Deputy Corporation Counsel and a
clerk would form the unit; and
WHEREAS, with this alpha team concept, assurance that continuity in the handling of cases
during leaves or absences will be carried on; and
WHEREAS, by creating a Workers Compensation Specialist III, SR-22 position, and a
Personnel Clerk II, SR-15 position, the heavy caseload can be reduced; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has
the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that a Workers Compensation Specialist III, SR-22 position and a Personnel Clerk II, SR-15 position
be created in the Industrial Safety Office, Workers Compensation Unit.
BE IT FURTHER RESOLVED that $83,902 be transferred from the Workers Compensation
account (010-911-5911.86) to the following accounts:
010-261-5261.01 Salaries and Wages $79,092
010-261-5261.06 Equipment 4,810
$83,902
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Finance and
Civil Service Departments and the Office of Industrial Safety.
