The order of projects as enumerated in the fifth WHEREAS clause of Resolution No. 205-09, Draft 4, has been revised to reflect the final results of the Priority Ranking Form submissions by the council, as revised. Exhibit A has also been revised to reflect the council's ultimate ranking of the Capital Improvement Projects, as determined by the initial results of the Priority Ranking Forms and then revised for consideration of duplicate scores. Please note that the project description and cost for the Ainaloa Waterline Installation project listed in "Exhibit 2" of Communication No. 420.20 was incomplete (as amended via Communication No.420.15 on October 20, 2009). WHEREAS, the statewide unemployment rate for May 2009 was 7 A percent with Hawai'i County's unemployment the highest at lOA percent; and WHEREAS, funding capital improvement projects will help to stimulate the Big Island economy at a time when it is most needed; and WHEREAS, the Hawai'i County Council has created a list of capital improvement projects throughout the Big Island that are in need of funding; and WHEREAS, the Hawai'i County Council feels that the most effective way to gain the support of Congress is to submit one priority list as a unified Council rather than nine separate lists from each district; and WHEREAS, the capital improvement projects are ranked by priority as follows: 1. Ainaloa Waterline Installation 2. Kal6pa Sand Gulch Bypass Road 3. La'aloa Street Extension 4. Kahuku Park Community/Senior Center & Gym 5. County- Wide Radio Tower Installation 6. Waikoloa Gym 7.
