Proposed amendments to Resolution No. 206-09, Draft 4
Please find attached proposed amendments to Resolution No. 206-09, Draft 4, which are a
product of amendments contained within Communication No. 421.19, as amended by the
Priority Ranking Form results, as further revised by council deliberation to resolve two
instances of duplicate scores.
The order of projects as enumerated in the fifth WHEREAS clause of Resolution No. 206-09,
Draft 4, has been revised to reflect the final results ofthe Priority Ranking Form submissions
by the council, as revised.
Exhibit A has also been revised to reflect the council's ultimate ranking of the Capital
Improvement Projects, as determined by the initial results ofthe Priority Ranking Forms and
then revised for consideration of duplicate scores.
The completed Priority Ranking Forms and scoring sheet are also attached.

A RESOLUTION URGING THE HAWAI'I STATE LEGISLATURE TO SUPPORT AND
PROVIDE STATE FUNDING FOR THE HIGHEST PRIORITY CAPITAL
IMPROVEMENT PROJECTS IN THE COUNTY OF HAWAI'I.
WHEREAS, the statewide unemployment rate for May 2009 was 7.4 percent with Hawai'i
County's unemployment the highest at 10.4 percent; and
WHEREAS, funding capital improvement projects will help to stimulate the Big Island
economy at a time when it is most needed; and
WHEREAS, the Hawai'i County Council has created a list of capital improvement projects
throughout the Big Island that are in need of funding; and
WHEREAS, the Hawai'i County Council feels that the most effective way to gain the
support of our Legislators is to submit one priority list as a unified Council rather than nine separate
lists from each district; and
WHEREAS, the capital improvement projects are ranked by priority as follows:
1. Puna Makai Alternate Route
2. Laupahoehoe Point Access Road Improvement
3. Nii.'iilehu Fire Station
4. South Kona Police Station
5. Kawailani Street Improvements ('Iwalani St. to Pohakulani St.)
6. Kapi'olani Street Extension
7. Waimea District Park
8. Kama'ili Road Paving Project; and
WHEREAS, this priority list, as shown in detail in "Exhibit A," will be sent to our
Legislators for the 2010 Legislative Session; and
WHEREAS, each Council Member is responsible for providing documentation (e.g., plans
and designs, maps, costs, etc.) of their district project upon request by our State Legislative
delegation; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAW AI'I that the
Hawai'i County Council respectfully requests the Hawai'i State Legislature to support and provide
State funding for the priority projects listed above.
BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Honorable Senate President Colleen Hanabusa, the Honorable Senate Vice
President Russell S. Kokubun, the Honorable House Speaker Calvin K.Y. Say, the Honorable Ways
and Means Committee Chair Donna Mercado Kim, the Honorable Finance Committee Chair Marcus
R. Oshiro, the Honorable Senator Josh Green, the Honorable Senator Dwight Y. Takamine, the
Honorable Representative Jerry L. Chang, the Honorable Representative Denny Coffman, the
Honorable Representative Cindy Evans, the Honorable Representative Faye Hanohano, the
Honorable Representative Robert N. Herkes, the Honorable Representative Mark Nakashima, the
Honorable Representative Clift Tsuji, and the Honorable Mayor William P. Kenoi.

Puna Makai Alternate Route (PMAR):
To conduct an Environmental Impact
Statement and Preliminary Engineering
Report (EIS/PER) to identify alignment and
design criteria for PMAR between Nanawale
Estates and Hilo with particular emphasis on
identification of a corridor alignment through
Hawaiian Paradise Park that presents the
least adverse impact on existing developed
lots. PMAR will reduce the number of miles
driven by commuters, provide an alternate
and shorter evacuation route for Puna Makai,
and help to reduce traffic congestion in the
area.

expanding its campus along an area
designated as the Kapi'olani Street
Extension. This roadway will serve as a
connector road for the university area and
Mohouli Street. It will allow safe traverse
to and from UHH, Hospice of Hawai'i,
Kamana elderly housing project, residential
areas, as well as child care, military and
church facilities.
