I request that you place on the agenda the formation of an ad hoc committee to discuss the establishment of a shoreline park system as discussed in Resolution No. 257-09. This matter was postponed to the November 17, 2009 meeting of the Hawaii County Council Planning Committee. I therefore request that you place the formation of the ad hoc committee and its related discussion on the agenda for the same meeting. Per the Hawaii Revised Statutes §92-2.5(b)(1) and our Council Rule No. 7, at the initial formation of the ad hoc committee, you, as Chair of the Planning Committee, will need to establish the membership of the committee, the role and authority of each member, and the scope, guidelines and goals of the committee. I am also requesting that you allow interested Planning Committee members a set amount of time to state why they should be considered for membership on the ad hoc committee. For your consideration, I would like to suggest the scope of the ad hoc committee include: • The boundaries of the proposed park system • Determine if private and/or public lands will be included • Determine if county, state and/or federal lands will be examined • Determine the manner in which county, state and federal agencies will be approached • Include concise mapping of the proposed system I believe that 30 minutes should provide sufficient time for all facets of the establishment of the ad hoc committee.
