A RESOLUTION URGING CONGRESS TO SUPPORT AND PROVIDE FEDERAL
FUNDING FOR THE HIGHEST PRIORITY CAPITAL IMPROVEMENT PROJECTS
IN THE COUNTY OF HAWAII.
WHEREAS, the statewide unemployment rate for May 2009 was 7.4 percent with
Hawaii County's unemployment the highest at 10.4 percent; and
WHEREAS, funding capital improvement projects will help to stimulate the Big Island
economy at a time when it is most needed; and
WHEREAS, the Hawaii County Council has created a list of capital improvement
projects throughout the Big Island that are in need of funding; and
WHEREAS, the Hawaii County Council feels that the most effective way to gain the
support of Congress is to submit one priority list as a unified Council rather than nine separate
lists from each district; and
WHEREAS, the capital improvement projects are ranked by priority as follows:
1. Ainaloa Waterline Installation
2. Kal6pa Sand Gulch Bypass Road
3. La`aloa Street Extension
4. Kahuku Park Community/Senior Center & Gym
5. County-Wide Radio Tower Installation
6. Waikoloa Gym
7. Hilo Bayfront Trails
8. Ahalanui/Pohoiki Bay Beach Park
9. Mid-Level Road (Ane Keohokalole Highway); and
WHEREAS, this priority list, as shown in detail in "Exhibit A," will be sent to our
Congressional delegation for the 2010 Congressional budget session; and
WHEREAS, each Council Member is responsible for providing documentation (e.g.,
plans and designs, maps, costs, etc.) of their district project upon request by our Congressional
delegation; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAW AI'I that the
Hawai'i County Council respectfully requests that Congress support and provide Federal
funding for the priority projects listed above.
BE IT FIN ALL Y RESOLVED that the County Clerk shall forward a copy of this
resolution to the Honorable Senator Daniel K. Akaka, the Honorable Senator Daniel K. Inouye,
the Honorable Representative Neil Abercrombie, the Honorable Representative Mazie K.
Hirono, and the Honorable Mayor William P. Kenoi.
