Re: Resolution Transferring Funds >
Pursuant to Section 2-179 of the Hawai'i County Code, the Geothermal Re ocatiorWnd
Community Benefits Fund is to be administered by the Planning Department. The
Planning Department is authorized to establish a program for the relocation of owner-
occupants residing near the Puna Geothermal Venture's plant and who want to be
permanently relocated, and to fund expenditures for the benefit of Lower Puna; including
but not limited to, road improvements, water infrastructure development, land acquisition,
parks and recreational facility needs, civil defense mass transit improvements.
Expenditures from this fund are to be made in accordance with appropriations adopted by
the Hawaii County Council after receiving recommendations from the Planning Director.
Enclosed is a resolution that transfers $14,525 out of the Geothermal Relocation and
Community Benefits Fund's Planning Department's account and credits it to the
Department of Finance's Geothermal account. The money, to be used by the Property
Management Division to pay the rent of the Pahoa Council Office, has received the
recommendation of Planning Director BJ Leithead-Todd.

A. REQUEST:
Prepare a resolution to transfer funds ($14,525) from the Geothermal Relocation and Community
Benefits fund's Geothermal OCE account (Planning's 095.141.5143.02) to the Geothermal Finance
OCE account (095.121.5129.42) for the rental costs of the Pahoa Council Office.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Due to the combination of the decision to close the Pahoa Elections office and the expiration of
the Council's present lease, beginning December 2009, the Pahoa Council Office will be
relocated from 15-2660 Pahoa Village Road, Room 105, Pahoa, Hawaii to the former Pahoa
Elections Office located at 15-2662 Pahoa Village Road, Suite 304, Pahoa, Hawaii. The lease of
Suite 304 expires 7/31/2012. This change of occupants does not affect the lease and has
received the consent of the landlord.
The Property Management Division of the Department of Finance has accepted the responsibility
of paying the monthly lease rent from the Geothermal fund; thus the transfer of fund is necessary.
The transfer amount of $14,525 reflects 7 months of rent, until the end of this current fiscal year.
Next year's operating budget will include the proper funding for the duration of that fiscal year's
lease rent.
