Your Committee on Finance, to which was referred Bill No. 158, reports as follows:
Bill No. 158, transmitted by Finance Director Nancy Crawford via Communication No. 563,
dated October 1,2009, amends Ordinance No. 09-65, as amended, the Capital Budget, ending
June 30, 2010, by adding the following project:
PUBLIC WORKS:
Kaiimana Drive Flood Protection Project

Funds for these projects shall be provided from:
Federal Grants Receivable

Under the provisions of the Watershed Protection and Flood Prevention Act; the County of
Hawai'i, the United States Department of Agriculture Natural Resource Conservation Service
(NRCS), and the Waiakea and Mauna Kea Soil and Water Conservation District desire to
develop flood protection structures along Kaiimana Drive for the Wailuku-Alenaio Watershed.
NRCS proposed to provide $191,000 for the estimated cost of engineering surveys and design
services for the Kaiimana Drive Flood Protection Phase of the Wailuku-Alenaio Watershed.
This project includes the preparation of construction plans and specifications to provide flood
protection to homes along Kaiimana Drive between Chong Street and one-half mile above
Wilder Road.
Resolution 235-09, adopted on September 16,2009, authorized the County to enter into an
agreement to receive the federal assistance.
There was no discussion on this measure.

Your Committee on Finance is in accordance with the purpose and intent of Bill No. 158 and
recommends it pass first reading.
