No. 565/Res 251-09 DATE: PLACE: Council Chair and Members Hawai'i County Council Hilo, Hawai'i 96720 Your Committee on Finance, to which was referred Resolution No. 251-09, reports as follows: Resolution No. 251-09, transmitted by Finance Director Nancy Crawford via Communication. No. 565, dated October 1,2009, authorizes the Office of the Mayor to enter into an agreement with the City and County of Honolulu for real property tax program support services as well as authorizes the payment of funds for more than one fiscal year for this agreement. The real property tax administrators of the four counties realize that they have common concerns and need to support each other. It was determined that benefits could be realized by working together to share resources. As a result, through a cost sharing agreement with the City and County of Honolulu, certain real property services will be provided to support our county's real property tax program. Pursuant to Section 46-7, Hawai'i Revised Statutes, County Departments must obtain the consent of the Council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. Pursuant to Section 10-11, Hawai'i County Charter, any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year must be approved by resolution. Council Member Ford asked for clarification on the contract terms in Section 2 and suggested that the City and County of Honolulu should provide the detailed accounting of its charges without the County having to request one. Council Member Hoffmann requested a copy of the appraisal manual be brought to the next hearing of this resolution, if possible. Finance Director Nancy Crawford assured the Council Members that Real Property Tax Administrator Stanley Sitko will be present at the Council Meeting to answer their questions. FC Rept.
