Your Committee on Planning, to which was referred Bill No. 156, reports as follows:
Bill No. 156, transmitted via Communication No. 557 by Mayor William P. Kenoi, dated
September 28,2009, is a Planning Director initiated amendment to LUPAG Map 11 of the
County of Hawai'i General Plan, Ordinance No. 05-25, as amended. The amendment changes
the land use designation from "Urban Expansion" to "Open" for the area affecting State-owned
lands in the vicinity and south ofthe Honokohau Harbor, Kealakehe, North Kona, Hawai'i. The
amendment received a favorable recommendation from the Leeward Planning Commission.
Two members of the public testified before your Committee. Both spoke in support of the
amendment.
Your Committee on Planning is in accord with the purpose and intent of Bill 156, and
recommends it pass first reading.
