No. 522/Bi11146 Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 522 and Bill 146, reports as follows: Bill 146, transmitted by Council Member Donald Ikeda, via Communication No. 522, dated September 8, 2009, amends Chapter 24, article 10, division 5, section 24-280, schedule 28 (No parking at any time), paragraph (c), South Hilo, ofthe Hawai'i County Code 1983 (2005 Edition, as amended), by adding the following, to be appropriately numbered and to read as follows: "() Pi'ihonua Road, both sides, beginning from the northern terminus of Bridge 25-1, extending .5 mile in the northwesterly direction." The purpose of this amendment is to promote public safety and reduce the risk of traffic accidents on this narrow, winding road. There was testimony in support ofthis proposed bill. Several testimonies stated that the congregation of large group of teens and young adults has been causing problems consisting of illegal activities, noise and littering in this area for many years. Traffic Division Chief Ron Thiel appeared before Your Committee. As the introducer ofthis proposed bill, Mr. Ikeda has the support ofthe Department of Public Works. This proposed bill was based on numerous cOllllllunity meetings and discussion with residents of this area.
