No. 527/Bill148 Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 527 and Bill 148, reports as follows: Bill 148, transmitted by Council Member Donald Ikeda, via Communication No. 527, dated September 11,2009, amends Chapter 24, article 10, division 1, section 24-253.1, schedule 1 1 (15 mile per hour limit), paragraph (c), South Hilo, ofthe Hawai'i County Code 1983 (2005 Edition, as amended), by adding the following, to appropriately numbered and to read as follows: "() Pi'ihonua Road, from a point 7 mile northwest ofthe terminus ofWaianuenue Avenue at the southern terminus of Bridge 25-2 to its western terminus" The purpose of this amendment is to lessen the speed limit on this narrow, one-lane road, thereby promoting public safety. There was testimony in support of this proposed bill. Several testimonies stated that the congregation of large group of teen and young adults has been causing problems consisting of illegal activities, noise and littering in this area for many years. Traffic Division Chief Ron Thiel appeared before Your Committee. As the introducer ofthis proposed bill, Mr. Ikeda has the support ofthe Department of Public Works. This proposed bill was based on numerous community meetings and discussion with residents ofthis area.
