Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 534, regarding Resolution 241-09, reports as follows:
Resolution 241-09, transmitted by Council Member Kelly Greenwell via Communication No. 534, dated
September 21, 2009 requests that: I) State Department of Transportation (DOT) planning interface with
Hawai'i County Planning before implementation of any facilities on Hawai'i Island, 2) Huliko'a
intersection remain a full-movement intersection in the design ofthe Queen Ka'ahumanu Highway
Phase II Widening; and 3) access to the shoreline at Kohanaiki be studied to determine whether
modifications can be made to allow for a full-movement intersection.
Mr. Greenwell commented on traffic safety concerns expressed by the public in regard to the restricted-
movement at Huliko'a and to the shoreline at Kohanaiki intersections. Mr. Greenwell witnessed a
northbound motorist on Queen Kaahumanu driving past the left turn barriers to the shoreline access at
Kohanaiki intersection and executing an illegal u-turn. He seeks the support of his colleagues.
Department of Public Works (DPW) Director Warren Lee and Planning Director Bobbie Jean Leithead
Todd appeared before Your Committee. Mr. Lee confirmed a DPW investigation to include addressing
public's traffic safety and commented that it is the State's DOT designation that currently allows left and
right turn access to and from Kohanaiki Business Park at the Hulikoa intersection. Furthermore, shoreline
access at Kohanaiki intersection is part of a systemic design as related to future mauka and makai
connecting roads in future developments. Ms. Leithead-Todd recommended having a discussion with
State DOT on possible interim solutions as these intersections are presenting problems for the public and
their safety.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose and
intent of Resolution 241-09, and recommends its adoption.
