Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication 420 imd Resolution 205-09, reports as follows:
Resolution No. 205-09, transmitted via Communication 420, from Council Chair J Yoshimoto,
dated June 24,2009, urges the Congress ofthe United States to support and provide Federal
funding for the highest priority Capital Improvement Projects in the County of Hawai'i.
Your Committee first heard Resolution 205-09 on August 4,2009. Chair Yoshimoto explained
the process by which council members could add projects to the priority list. The measure was
postponed to September 15, 2009 in anticipation of receiving additional priority projects from
council members.
On September 15,2009 your Committee amended Resolution 205-09 to Draft 2, adding eight
project priorities to send to the Congress, as submitted by members. The measure was postponed
to October 6, 2009 to allow some members more time to submit projects.
Communication 420.13, from Legislative Specialist Lorraine Acdal, dated September 28, 2009,
compiles factual information from Communication Nos. 420.1, 420.2, 420.3, 420.4, 420.6 and
420.7. On October 6, 2009, the Resolution was amended to Draft 3 to add further projects
submitted to the list and to change a project submitted by one member. The resolution was again
postponed to allow members time to clarify and/or submit projects.
At the meeting of October 20,2009, Communication 420.15, from Council Chair J Yoshimoto,
dated October 8, 2009, transmitted a proposal to amend Resolution 205-09 to include the Ainaloa
Waterline Installation project and also, Communication 420.16 from Council Chair J Yoshimoto,
dated October 20,2009, transmitted a proposal to amend Resolution 205-09 to include the Puna
Makai Alternate Route project. The motions to amend Res. 205-09 to Draft 4 with the contents
ofComm. 420.13,420.15 and 420.16 were all unanimously approved.
PWIRC Rept. No. 52
Council member Dennis Onishi motioned and Council member Naeole seconded
Resolution 205-09 would be amended to include just one project per council district. Council
member Onishi's motion was unanimously approved and each member called out their chosen
project. County Clerk Kenneth Goodenow will present an amended resolution based on this
discussion for the next Council Agenda. It was further agreed during discussion a vote would be
taken at next reading to prioritize and shorten the list.
There were three public testifiers who spoke in support of the Ainaloa Waterline Installation
project as submitted by Council Chair J Yoshimoto, one of which was Jimmy Imai who also
submitted written testimony via Communication 420.14, dated October 19, 2009.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose
and intent of Resolution 205-09 as amended to Draft 4, and recommends its adoption.
