HomeMy WebLinkAboutREP PWIRC 053 10/06/2009 2008-2010 REPORT OF THE COMMITTEE ON PUBLIC WORKS AND INTERGOVERNMENTAL RELATIONS DATE: PLACE: October 20, 2009 Council Chambers Ben Franklin Bldg, 2nd Floor 333 Kilauea Ave. Hilo, Hawai'i 96720 Re: Comm No. 421/Reso 206-09 TIME: 2:00 p.m. Council Chair and Members Hawai'i County Council Hilo, Hawai'i 96720 Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication 421 and Resolution 206-09, reports as follows: Resolution 206-09 transmitted via Comunication 421, from Councilman J Yoshimoto, dated June 24, 2009, is to urge the Hawai'i State Legislature to support and provide funding for the highest priority Capital Improvement Projects in the County of Hawai'i. Your Committee first heard Resolution 206-09 on August 4,2009. Chair Yoshimoto explained the process by which council members could add projects to the priority list. The measure was postponed to September 15,2009, in anticipation of receiving additional priority projects from council members. On September 15,2009 your Committee amended Resolution 206-09 to Draft 2, placing eleven project priorities on the list to send to the State Legislature. The measure was postponed to October 6,2009 to allow some members more time to submit projects. Communication 421.15, from Legislative Specialist Lorraine Acdal, dated September 28,2009, compiles factual information from Communications Nos. 421.1, 421.2, 421.3, 421.5, 421.7 and 421.8. On October 6, 2009, the Resolution was amended to Draft 3, adding two new projects and to withdraw one project, as submitted to the list. The resolution was again postponed to allow members time to clarify and/or submit projects. Communication 421.17, dated October 20, 2009 (Exhibit A), presented to your Committee on Public Works and Intergovernmental Relations on October 20,2009 further compiles all available factual information into chart form. Both Communications 421.15 and 421.17 were given unanimous approval to amend Resolution 206-09, to Draft 4. Council Chair J Yoshimoto reassured council member Pete Hoffmann that any project may be submitted for inclusion in Resolution 206-09, but J Yoshimoto emphasized existing Capital Improvement Projects are likely to receive stronger consideration for funding by the State. PWIRC Rept. No. 53 It was agreed during discussion by your Committee to limit the project list to one per council member. Each member called out their chosen project, with the exception of Council District 8 (Greenwell) who selected none. County Clerk Goodenow will prepare and present an amended resolution based on this discussion for the next Council Agenda. It was further agreed during discussion a vote would be taken at next reading to prioritize and shorten the list. There were no public testifiers.
