Addendum (For Highway Safety Office Use Only) This addendum transfers $11,980 from the Personnel Costs category to the Equipment Category. Funds that were originally slated for overtime speed enforcement will be used to purchase four Kustom Signals Golden Eagle II radars with dual antenna. The radars will be distributed to districts where speed-related accidents and fatalities have occurred. I Schedule A HPD SPEED PROBLEM IDENTIFICATION Speeding is one of the most prevalent factors in motor vehicle crashes. The National Highway Traffic Safety Administration (NHTSA) lists speeding as the third leading contributing factor in traffic fatalities. In 2007 speed was a contributing factor in 31 percent of traffic fatalities nationally and is estimated to cost $40.4 billion each year. The perception of risk, i.e. whether the driver perceives that he/she will be caught speeding, is a factor in how well a posted speed limituis followed. Excessive vehicle speed (speed above that for which the roadway was designed, exceeding posted limits or speed too fast for conditions) has severe and often times disastrous effects in a crash, because speed: ¦ Reduces a driver's ability to negotiate curves or maneuver around obstacles in the roadway ¦ Extends the distance necessary for a vehicle to stop ¦ Increases the distance a vehicle travels while the driver reacts to a hazard ¦ Compromises the integrity of the vehicle structure ¦ Decreases the effectiveness of vehicle design features such as airbags and restraint systems ¦ Decrease the ability of roadway hardware such as guardrails, barriers and impact attenuators to protect occupants ¦ Increases tread wear on tires and wear on braking systems ¦ Increases the risk of crashes because other vehicles and pedestrians may not be able to judge distance accurately (GHSA, Survey of States Speeding Report). In Hawai' i, the 2008 data shows that 50 of 157 or 31.8% of the traffic fatalities were speed related. This is one of highest involvement factors. Hawai' i County shows the 2nd highest speeding related traffic fatalities in the State and above the national average of 31%. See Table I for 2008 speed related fatalities by county. This is higher than the overall state data which was at 31.8% for 2008. Hawai' i County has shown an improvement from 2007, when we were at 63.2% speed involved fatalities. The Big Island's strong speeding enforcement program over the past few years has shown that it is necessary to keep the speeding involved fatalities down. Please see Table II on speed enforcement statistics. Since speeding is a major factor in traffic fatalities, it is important to continue a strong speeding enforcement program. SOLUTION The Hawaii Police Department will enforce the speeding laws with the use of overtime funds from this grant. Big Island Police will use crash, fatal and injury data to focus their enforcement in areas that show a speeding problem. STRATEGIES In addition to the above, the Hawai' i Police Department will: 1. Conduct 56 or more checkpoints, specifically in locations known for excessive speed violations and locations of recent crashes involving serious injuries or death. 2. Establish operations targeting street or "outlaw" racing that will be conducted in affected districts and during the late night peak racing times. Enforcement to be conducted on Route 11, Route 19, Route 130, Route 190, Route 200, Hwy 270, Route 2000 Waikoloa Road and Queen Ka'ahumanu Highway Operations to include enforcement of regulatory traffic violations often associated with street racing vehicles and speeding. 3. Issue 1,000 or more speeding citations with grant funding. 4. Issue 2,500 or more citations for other violations with grant funding. 5. Effect 20 or more arrests during enforcement efforts for racing on the highways, warrant violations and other offenses. 6. Conduct Speed Mobilization Periods island wide to promote enforcement and public awareness. 7. Purchase 4 Kustom Signals Golden Eagle II radar units, for use by patrol officers. This is to be utilized by officers in areas where speed related accidents and fatalities have occurred. EVALUATION Hawai' i Police Department's goal is to decrease the number of speeding involved fatals by 10% from 24 in FFY 2008 to 21 in FFY 2010 and consequently reduce the total number of traffic fatalities by 2 or 5% from 27 in FFY 2008 to 25 FFY 2010:-HPD will also increase the number of citations by 5% from 12,556 in FFY 2008 to 13,812 in FFY 2010. These activities will be conducted on an overtime basis. The checkpoint will be staffed with 1 supervisor and tthree officers. Costs are estimated based on an average overtime hourly rate of $52.00 per hour for supervisors and $48 per hour for officers. Average hourly rates are used because exact overtime rates vary within the department depending on rank and years of service.Which personnel will be staffing which checkpoint is. undeterminded at the outset of the grant period. We also need to note that the officers are scheduled to receive a 6% pay raise on July 1, 2010 which will add another variable to the cost factor for these checkpoints. Hourly rates do not include fringe benefits. Travel Expenses Contractual/Consultant Services Equipment HPD will purchase 4 Kustom Signal Golden Eagle H Radar with Dual Antenna which with cost per unit, tax and shipping coming to $2,995.00 per unit. These radars will be distributed to our districts on the island to be utilized by patrol officers. These radars will be utilized by officers in areas where speed related accidents and fatalities have occurred.
