"..~.. ~ County of Hawaii-State of Hawaii Resolution No. ~G WHEREAS, time is the essence in obtaining Federal Certification of the Code and Code Enforcement part of our Workable Program in order to qualify for Federal Aid; and WHEREAS, our Plumbing Code, based on ,the model Uniform P1umb,ing Code which permits the use of Homogeneous Bituminized Fiber Drain and Sewer Pipe; and WHEREAS, we have from past experience found that the using of Homogeneous Bituminized Fiber Drain and Sewer Pipe has resulted in poor performance and complaints and further in contacting other counties within the State have confirmed these findings which prompted us to amend our Plumbing Code to delete said material from Table A of our Plumbing Code; and WHEREAS, the County of Hawaii is unable to supply data regarding these poor performances as to percentages, how and where installed, and laboratory tests to identify same to the Department of Housing and Urban Development in order to obtain thefr approval for a variance for their requirements; now, therefore BE IT RESOLVED by the Council of the County of Hawaii that the Chief Engineer of the Department of Public Works prepare at once for adoption an ordinance which will specify that: 1. Homogeneous Bituminized Fiber Drain and Sewer Pipe will be added to Table A of the County's P1umb~ng Code; 2. The material shall be installed strictly according to the manufac- turer's specifications; 3. Additional protection shall be required where pipe is placed in shallow trenches that 'may be subject to heavy traffic; 4. There shall be provided a solid bed to receive the pipe where the soil condition might be unstable; 5. Added protection shall be where the material is subjected to unusual root action or soil instability; and " ~ . . .1, -;'-.M BE IT FINALLY RESOLVED by the Council of the County of Hawaii that the Clerk be, and he is, hereby directed to transmit a copy of this Resolution to Horace B.
