Resolution No. 24
WHEREAS, the Department of Education, State of Hawaii,
is charged with the responsibility of administering programs
of education and public instruction throughout the State;
and
WHEREAS, the Board of Education has the power to
formulate policy and to exercise control over the public
school system through its executive officer, the Superintendent
of Education; and
WHEREAS, the Hawaii English Program (HEP) is now in its
third year of-operation and has demonstrated its impact upon
the students in the kindergarten and lower primary grades
in the following particulars:
(a) HEP has promoted considerable self direction
and responsibility for learning upon the children
themselves;
(b) HEP has enabled students to learn at their
own speeds, permits self-advancement and maximum
individualization of learning and teaching;
(c) HEP has increased and improved the reading
achievements of participating students over non-participants;
(d) In the Hawaii district alone, ninety-one
professional educators are directly involved in HEP;
and
WHEREAS, the HEP program has demonstrated its strong
emphasis in self-direction and individualized instruction,
and has the support of professional educators in the community;
and
WHEREAS, HEP is in danger of being scrapped as a viable
educational experience for thousands of youngsters in the
public schools of Hawaii,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII, that the Legislature of the State of Hawaii
be encouraged to retain HEP as an on-going program for the
benefit of our pre-school and primary grade children, and
further, that the large investment in initiating the program
and the obvious benefits to students, seem to indicate the
need for continued support, development, and expansion of the
program in the future.
BE IT FURTHER RESOLVED that the County Clerk be and
is hereby directed to transmit copies of this resolution
to all duly elected Representatives and Senators from the
Island of Hawaii; the City Council or Board of Supervisors
of each of the other counties in the State of Hawaii; the
Board of Education, State of Hawaii; the Hawaii State Teachers
Association; and to the Hawaii Government Employees Association.
