A RESOLUTION FOR IMPLEMENTATION OF INTERIM PAHOA BUS
SERVICE.
WHEREAS, the County of Hawaii is charged with the duty
to maintain the health,, welfare and safety of the people of
the County; and
WHEREAS, adequate transportation facilities are
recognized as being essential to the health, welfare and
safety of the people of the County of Hawaii; and
WHEREAS, the people of the County of Hawaii have expressed
grave concern over the non-existent transportation facilities
from Pahoa to Hilo; and
WHEREAS, transportation facilities from Pahoa to Hilo
will not be possible without a minimum County subsidy to
defray operating costs to induce a private operator to
implement the interim bus service; and
WHEREAS, the health, welfare and safety of the people
of the County of Hawaii require that an interim transportation
system be provided for Pahoa until implementation of the
County's mass transit system,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that it extends its support and endorsement
to the interim Pahoa bus service and directsthat the Finance
Director create a fund for the Pahoa bus service system.

BE IT FURTHER RESOLVED that certified copies of this
resolution be forwarded to the Honorable Shunichi Kimura,
Mayor of the County of Hawaii, to designate the department
responsible for administering this fund, the Finance Director,
the Chief Engineer, and the Director of Research and
Development.
