AMENDING RESOLUTION NO. 2, ADOPTED ON DECEMBER 4, 1972,
RULES OF PROCEDURE OF THE COUNCIL OF THE COUNTY OF HAWAII.
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Rules of Procedure, adopted in Resolution No. 2, on
December 4, 1972, is hereby amended to read as follows:
SECTION 1. Subsection 1 of Rule 1 is hereby amended r
to read as follows:
"The County Council shall hold regular meetings
for the transaction of public business in the Council-
room beginning at 10:00 A.M. on the first and third
Wednesday of each month or on the following day if such
Wednesday be a public holiday, provided, that regular
meeting date and place may be changed to another day
and place by motion duly adopted at a regular or special
meeting at least one week prior to the rescheduled
meeting date."
SECTION 2.
a. Subsection 1 of Rule 23 is hereby amended to read
as follows:
"If any member shall conduct himself in a disorderly
manner during any session of the Council or Committee, the
Presiding Officer shall order such member to keep his seat
and preserve the peace; and if he shall then persist, the
[Chairman] Presiding Officer shall order the County Clerk
or his designate to remove him from the meeting and he
shall not be permitted to take his seat during the

remainder of the session, except upon [a pledge given by
him to the Council of good behavior] approval of the
Presiding Officer."
b. Subsection 2 of Rule 23 is hereby amended to read
as follows:
"When any member is about to speak, he shall
address himself to the [Chairman] Presiding Officer and
when recognized, confine himself to the question under
debate and avoid personalities."
SECTION 3. Statutory material to be repealed is
bracketed. New material is underscored. In printing this
Resolution, the brackets, the bracketed material or the
underscoring need not be included.
SECTION 4. These amendments shall take effect upon its
approval.
