County of Hawaii--State of Hawaii
Resolution
WHEREAS, the health and welfare of the economy of the County of
Hawaii is in part'dependent upon a viable and growing construction
industry; and
WHEREAS, the State of Hawaii plans to open a number of bids
for capital improvements on the island of Hawaii in the near
future; and
WHEREAS, in many instances, the total cost of the work to be
done makes it impossible for local contractors to bid on said
projects because of a limited bonding capacity; and
WHEREAS, the Hilo Contractors Association has asked for the
County Council's support in requesting the State of Hawaii to open
bids for capital improvements in smaller increments within the
bonding capacity of its many members,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the State of Hawaii be requested to consider letting
out its capital improvement projects bids in smaller increments
wherever feasible to make it possible for local contractors to bid
for said projects.
BE IT FURTHER RESOLVED that the County Clerk be instructed to
send a copy each of this resolution to the Honorable John A. Burns,
Governor of the State of Hawaii, and to Mr. KeNam Kim, Comptroller,
Department of Accounting and General Services, State of Hawaii.
