Resolution No. 72
WHEREAS, the agricultural industry is one of the major
contributors to the economy of the Island of Ha.waii; and
WHEREAS, the Council of the County of Hawaii is deeply
concerned with keeping the Big Island's agricultural industry
healthy and in step with the'balance of the State for the
benefit of the people of the Island of Hawaii; and
WHEREAS, the sugar operation of the Kohala Corporation
will be phased out at the end of 1975; and
WHEREAS, the ceasing of the sugar operations would cause
widespread unemployment in the Kohala area thereby directly
having an adverse effect on the whole Big Island economy; and
WHEREAS, the threat of unemployment in Kohala brought
forth House Concurrent Resolution No. 60 creating the Kohala
Task Force whose primary objective is to keep Kohala in sugar
production as long as necessary until other diversified activities
can be phased in; and
WHEREAS, Kohala Corporation must make extensive uneconomical
modifications to its bagasse and fuel oil-fired boilers by
June 1, 1973 to conform to present air pollution standards; and
~~EREAS, Kohala Corporation has applied for a variance to
suspend modification of its equipment for the production of
raw sugar until December 31, 1975, the expected date for phasing
out its sugar operations; and
WHEREAS, to require Kohala Corporation to comply with
the air emissions standards at this time would force the
company to close its sugar operations contrary to the intent
and purpose of House Concurrent Resolution No. 60, thereby
creating widespread unemployment; and
WHEREAS, a granting of the variance to Kohala Corporation
to continue its operations without modifications until December 31,
1975 would provide a livelihood for hundreds of employees and
related business operations in the Kohala and Big Island
communities, conform to the intent of House Concurrent Resolution
No. 60 and the recommendations of the Kohala Task Force and
alleviate, directly and indirectly, the shortage of fuel faced
by our County, State and Nation,
NOW,; THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII ~hat it does hereby request the Department of Health
of the State of Hawaii, Air Sanitation Branch of the Environmental
Health Division, to grant Kohala Corporation's request for a variance
and ,allow the said Kohala Corporation to continue its operations,
without ~odifications, until December 31, 1975.

BE IT FURTHER RESOLVED that the Clerk of the County
of Hawaii be and is hereby directe& to send copies of this
resolution to the Honorable John A. Burns, Governor of the
State of Hawaii; Walter B. Quisenberry, M. D., Director of
Health, State of Hawaii; Executive Committee of the Kohala
Task Force; the Honorable Stanley I. Hara, the Honorable
Richard Henderson, and the Honorable John T. Ushijima,
Senators from the County of Hawaii; the Honorable Wing Kong
Chong, the Honorable Joseph R. Garcia, Jr., the Honorable
Archie Hapai, III, the Honorable Stanley H. Roehrig, the
Honorable Jack K. Suwa, and the Honorable Yoshito Takam~ne,
Representatives from the County of Hawaii.
