Resolution No. 81
WHEREAS, the people of the County of Hawaii are highly
interested in strong and effective safeguards against water
pollution; and
WHEREAS, the Federal Water Pollution Control Act
amendments of 1972 (P.L. 92-500) have further expressed a
strong Congressional concern over water pollution in the
various states; and
WHEREAS, pursuant to P.L. 92-500, the Environmental
Protection Agency is required to define "Secondary Treatment";
and
WHEREAS, stringent, conventional secondary treatment of
water pollutants for discharge in and around the waters
surrounding the Hawaiian Islands may not be necessary
because of our unique geographical and oceanographic
conditions, and because the discharge of sewage effluents
receiving lesser treatment may in fact be of substantial
benefit to the ocean deserts offshore,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that members of Hawaii's Congressional
delegation and the Hawaii State Association of Counties be
apprised of its concerns; that said delegation and association
ask that the Environmental Protection Agency seriously consider
the unique status of the oceans surrounding the islands in
defining "secondary treatment"; and further that said Agency
allow Hawaii to provide variable secondary treatment facilities
from those that may be required in other states under the Act.

BE IT FURTHER RESOLVED that the County Clerk be directed
to forward a copy of this resolution to each member of Hawaii's
Congressional delegation, the legislative bodies of the
counties of Maui, Kauai, and the City and County of Honolulu,
and to the Hawaii State Association of Counties.
