HomeMy WebLinkAboutRES 107 Draft 02 1972-1976 County of Hawaii-State of Hawaii 107 Resolution No. WHEREAS, the State of Hawaii is charged with the responsibility of formulating and implementing policies which will provide for a healthy agricultural sector in a strong, balanced economy; and WHEREAS, the impending beef shortage on the mainland and throughout the world underscores the vital importance of ranching to the economy of the Big Island and State of Hawaii; and WHEREAS, the leasing policies of the State of Hawaii in the past have resulted in the control of major agricultural lands by a few major land holders; and WHEREAS, there is little, if any, objective evidence to indicate that the leasing of ranch lands in parcels greater than three hundred to five hundred acres in size results in any economies of scale in certain geographical areas; and WHEREAS, the Council of the County of Hawaii believes that the State of Hawaii should be willing to embark upon new lease policies that will make ranch lands readily available to relatively small ranches as well as to large ranches; and WHEREAS, the variance procedures afforded by the Subdivision Control Code, Chapter 9 of the Hawaii County Code, allow the Planning Commission of the County of Hawaii to grant variances from the improvements required by the Subdivision Control Code upon the presentation of information indicating that the granting of a variance will be in the furtherance of the goals enunciated in the County of Hawaii General Plan, Ordinance No. 439, Revised Ordinances of the County of Hawaii; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Honorable John A. Burns, Governor, State of Hawaii, the Department of Agriculture, and the Department of Land and Natural Resources be requested to formulate and implement a policy of leasing public lands which will include a comprehensive program providing for the lease of small parcels, including, but not limited to parcels of three hundred to five hundred acres in size. BE IT FURTHER RESOLVED that the County Clerk is hereby authorized and directed to transmit true copies of this resolution to the Honorable John A. Burns, Governor, State o.° of Hawaii; Mr. Fred Erskine, Chairman, Board of Agriculture; and Mr. Sunao Y.ido, Chairman and Member, Board of Land and Natural Resources. Dated at Mountain View,.
