HomeMy WebLinkAboutRES 108 Draft 01 1972-1976 County of Hawaii-State of Hawaii Resolution Nos l os WHEREAS, the closing of Alii Drive in Kailua-Kona between the Kona Hilton Hotel and Kailua Pier would result in a serious disruption of traffic circulation in the area; and WHEREAS, the proposed "Mall" will cause a great inconvenience to the public inasmuch as Alii Drive is the only County arterial through the area; and WHEREAS, the closing of Alii Drive to vehicular traffic will cause grave hardship to the many businesses in the area by cutting off access, particularly in view of the many attractive and convenient shopping centers that are planned within the perimeter to offer competition; and WHEREAS, most heavy truck traffic through Kailua has ceased voluntarily by cooperation of truckers; and WHEREAS, a diversionary access between Alii Drive and Kuakini Highway near the Kona Hilton Hotel has been planned and is ready for implementation; and WHEREAS, the sidewalks that Kailua has been in need of will be installed to keep pedestrians off the streets as soon as the go-ahead is given; and WHEREAS, the first of a series of parking lots will soon be realized to reduce on-street parking on Alii Drive to make room for the sidewalks; and WHEREAS, improvement of traffic circulation will be effected by the removal of perpendicular parking on Alii Drive and prohibition of parking at the narrow portion of Alii Drive in the area of the.Polynesian Shopping Center; and WHEREAS, sidewalks will be constructed on both sides of Alii Drive, Hualalai Road, Palani Road, Kuakini Highway, etc.; and WHEREAS, two-way traffic may again be resumed around the Central Kailua block to facilitate traffic and remove the long-standing inconvenience of one-way traffic; and WHEREAS, concerted efforts to beautify and improve Kailua can be started with cooperation from government agencies and the private sector, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it is not in support of turning Alii Drive into a "Mall"; and instead all endeavors be concentrated on improvement and beautification of Kailua by providing better vehicular accesses and parking. BE IT FURTHER RESOLVED that the County Clerk forward a copy of this resolution.to the Honorable Shunichi Kimura, Mayor of the County of Hawaii, and to the Kona Chamber of Commerce.
