Resolution No. 122
WHEREAS, the United States Department of Agriculture
is authorized through the Food and Agriculture Act of
1962 and other authorities to provide local groups
technical and financial help in conserving and developing
their natural resources; and
WHEREAS,, the Soil Conservation Service of the United
States Department of Agriculture is charged with the
leadership responsibility in organizing, developing, and
giving directions to local groups to sponsor resource
conservation and development projects; and
WHEREAS, a resource conservation and development
program will greatly enhance existing and proposed programs
on pollution abatement, water supply,, recreation, agri-
culture, etc., benefiting all the residents on the Island;
and
WHEREAS, the County of Hawaii and the five Soil and
Water Conservation Districts of the Island of Hawaii are
the co-sponsors of a resource conservation and development
project application to the United States Department of
Agriculture; and
WHEREAS, the resource conservation and development
proposal, as developed by the sponsoring bodies, is com-
patible with and will aid in the implementation of the
County of Hawaii's General Plan; and
WHEREAS, the General Plan, which is the stated policy
document providing guidelines for the long-range compre-
hensive development of the Island of Hawaii was adopted on
December 15, 1971, as Ordinance No. 439.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that this body endorse the Resource
Conservation and Development Project application to the
United States Department of Agriculture.
BE IT FURTHER RESOLVED that the County Clerk be and
is hereby instructed to forward copies of this resolution
to the Honorable John A. Burns: Governor of the State of
Hawaii; to Honorable Patsy T. Mink and Honorable Spark M.
Matsunaga, members of the United States House of Repre-
sentatives; to Honorable Daniel K. Inouye and Honorable
Hiram L. Fong,, members of the United States Senate;and
to Mr. Francis Lum, District Conservationist, Soil
Conservation Service, United States Department of Agriculture.
