AND HAPPINESS GARDEN
PROSPECTIVE APPLICANT' SUISAN COMPANY, LTD.
From Glenn Y. Taguchi, Land Agent, State Department of
Land and Natural Resources, dated April 21, 1992,
transmitting copy of a letter to them from Rickie G.
Deniz, Director of Sales and Marketing, Suisan Company,
Ltd., dated April 7, 1992, requesting to lease Wailoa
Road, located between Suisan's Fish Auction Market and
Happiness Garden, in order to provide additional
parking space to its suppliers and customers.
Mr. Deniz stated that time is of the essence to them in
executing such a lease, as the Lihiwai Street
realignment project will take away valuable street
parking for their customers.
Comm. 3639: REVIEW OF STATE LAND USE DISTRICTS
From Harold S. Masumoto, Director, Office of State
Planning (OSP), dated April 20, 1992, transmitting for
comments by June 30, 1992, copies of the Executive
Summary, Draft Report, Fact Sheet and list of Draft
Hawaii County Recommendations for the State Land Use
District Boundary Review. States Section 205-18, HRS,
requires OSP to conduct a periodic review of State land
use districts and to submit a report of findings and
recommendations to the State Land Use Commission. The
Office may then initiate petitions for boundary
amendments to implement this report.

From Roy S. Mushrush, President, Kona Palisades Estates
Community Association, dated April 17, 1992, regarding
the "micro plan" concept which he feels should be
instituted to address general infrastructural
inadequacies in the Kalaoa District.
Comm. 3653: GEOTHERMAL RESOLUTIONS
From Councilwoman Helene H. Hale, dated April 22, 1992,
transmitting a copy of a letter from Bill Reich,
Chairman, First District Council, Hawaii Democratic
Party, submitting two resolutions passed by them on
April 7, 1992: (1) Resolution Demanding the Immediate
and Complete Cessation of Geothermal Energy Development
on the Island of Hawaii; and (2) Resolution in Support
of State Legislation to Reinstate Land Use Initiative,
and requesting consideration of the resolutions.
Comm. 3654: STATE LAND DISPOSITION
PROSPECTIVE APPLICANT: S. RUSSELL ODA
From Glenn Y. Taguchi, Hawaii District Land Agent,
State Department of Land and Natural Resources, dated
April 23, 1992, transmitting a letter to them from
S. Russell Oda, dated April 16, 1992, informing he and
his wife have recently purchased TMK: 1-4-02:52, which
was substantially covered by the 1960 Kapoho lava flow
obliterating the old highwater mark of the original
seacoast. States the lava accretion, which belongs to
the State, and their property are irregular and
difficult to define. Therefore, proposes that the
boundaries be straightened out, as listed, so that it
will be mutually beneficial to both parties involved.

Comm. 3662: LAND USE PLAN FOR SOUTH KONA
COUNTY 1992-93 OPERATING BUDGET
From Keola Childs, dated April 27, 1992, proposing that
the County take a new approach to decision-making on
planning issues for South Kona: "community planning by
consensus" or CPC, where all the communities' concerns
are sure to be addressed while the top-heavy costs of
professional land planners can be bypassed. Proposes
$75,000 be appropriated for the South Kona CPC land use
plan in the 1992-93 operating budget.
