To better serve the public, the Vehicle Registration and Licensing (VRL) Division, under
the Department of Finance; proposes to establish a satellite VRL service center in
Waimea to provide basic vehicle registration and driver's license services. The office
space was found within the Holomua Center, located at 64-1067 Mamalahoa Highway,
Waimea, Hawai'i, where both the Waimea Prosecutor's and Council Offices currently
lease office space. The existing office spaces' leases will be reduced to coincide with
the lease terms of the additional lease space for the VRL center.
The County of Hawai'i wishes to enter into a multi-year lease with Starr Equities, Inc., a
Domestic Profit Corporation, for five (5) years, with a five (5) year option, for the addition
of approximately 1,000 square feet to the existing Prosecutor's and Council Offices, for
a total of approximately 2,200 square feet of office space.

Enclosed is a resolution authorizing the County of Hawaii to enter into a multi-year lease
five (5) years for office space located at the Holomua Center in Walmea.

A. REQUEST:
Prepare resolution authorizing the Mayor to enter into a multi-year lease agreement for office space located
at Holomua Center in Waimea, South Kohala, Hawai'i. That sufficient funds be budgeted in future years to
coverthe anticipated obligations of the County under the lease agreement.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Motor Vehicle Registration section of the Department of Finance consolidated with the Driver licensing,
Commercial Driver licensing and Periodic Motor Vehicle Inspection sections of the Police Department as a
new Vehicle Registration and licensing (VRl) Division under the Department of Finance.
The newdivision proposes to establish a satellite VRL service center in Waimea to provIde basic vehicle
registration and driver's license services.
Office space for a new VRL service center in Waimea has been found within Holomua Center where the
Waimea Prosecutor's and Council offices lease existing office space. Existing office space leases of $1.45
per s.f. and $1.75 per s.f will be reduced to coincide with the lease terms of the additional lease space for the
VRL center.
The County wishes to enter into a multi-year lease with Starr Equities, Inc., a Domestic Profit Corporation, for
five (5) years, with a five (5) year option for the addition 'of approximately 1000 s.f. to the existing
Prosecutor's and Council offices for a total of approximately 2200 s.f. of office space.
The additional lease and rent commencement will be the earlier of the landlords completion of improvements
or five months from date of execution of lease whichever comes first.
