Your Committee on Finance, to which was referred Bill No. 164, reports as follows:
Bill No. 164, transmitted jointly with Resolution No. 261-09, by Finance Director Nancy
Crawford via Communication No. 588, dated October 21, 2009, amends Ordinance No. 09-64, as
amended, the Operating Budget, ending June 30, 2010. The amendment is as follows:

The State of Hawaii Department of Business Economic Development and Tourism has
authorized a grant from the U.S. Department of Commerce Economic Development
Administration to allow the Hawaii County Department of Research and Development develop
a master plan for the North Kohala Agricultural Processing Facility. This facility will serve the
community by enabling farmers to process taro into poi and their vegetables into value added
products, by being a distribution center with refrigerated storage facilities and by having a place
to hold meetings and classes.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for the
Department of Research and Development.
David Fuertes from Ka Hana No`eau said the proposed facility will help the district prepare for
the future of sustainability.

Several Council Members spoke in support of the measure, and pointed out that other districts
throughout the County could benefit from this type of facility and could use North Kohala as a
model.
Your Committee on Finance is in accordance with the purpose and intent of Bill No. 164 and
recommends it pass first reading.
