Your Committee on Finance, to which was referred Resolution No. 262-09, reports as follows:
Resolution No. 262-09, transmitted jointly with Bill No. 165, by Finance Director Nancy
Crawford via Communication No. 589, dated October 21, 2009, authorizes the Office of the
Mayor to enter into an agreement with the United States Department of Energy for the Energy
Efficiency and Conservation Grant Project.
The funds will allow the Hawaii County Department of Research and Development to
implement four (4) energy efficiency activities. These include 1) Street Light Retrofit to Energy
Efficient LED Lamps, 2) Residential Green Retrofit & Energy Efficiency Training Program, 3)
Government Operations Energy Sustainability Management System, and 4) Financing Package
for Energy Efficiency and Renewable Energy Projects.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Council Member Ford asked Director of Research and Development Randy Kurohara and
Energy Coordinator William Rolston to explain for the viewing audience how the funds would
be spent as detailed in the resolution.

Your Committee on Finance is in accordance with the purpose and intent of Resolution
No. 262-09 and recommends its adoption.
