Your Committee on Finance, to which was referred Bill No. 165, reports as follows:
Bill No. 165, transmitted jointly with Resolution No. 262-09, by Finance Director Nancy
Crawford via Communication No. 589, dated October 21, 2009, amends Ordinance No. 09-64, as
amended, the Operating Budget, ending June 30, 2010. The amendment is as follows:

The United States Department of Energy has authorized a grant for the Hawaii County
Department of Research and Development to implement four (4) energy efficiency activities.
These include 1) Street Light Retrofit to Energy Efficient LED Lamps, 2) Residential Green
Retrofit & Energy Efficiency Training Program, 3) Government Operations Energy
Sustainability Management System, and 4) Financing Package for Energy Efficiency and
Renewable Energy Projects.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for the
Department of Research and Development.
Council Member Ford asked Director of Research and Development Randy Kurohara and
Energy Coordinator William Rolston to explain for the viewing audience how the funds would
be spent as detailed in the Resolution.
