Your Committee on Finance, to which was referred Bill No. 161, reports as follows:
Bill No. 161 transmitted by Finance Director Nancy Crawford via Communication No. 571,
dated October 6, 2009, amends Ordinance 08-106, as amended by Ordinance Nos. 09-92 and
09-92A, authorizing the issuance of general obligation bonds for financing public improvements.
The purpose of this measure is to amend the Ordinance's attachment noted as Exhibit A, Draft 3
by replacing it with a new exhibit labeled Exhibit A, Draft 4.
The amendment to the exhibit is to adjust funding for various projects based on actual needs that
differ from the original estimates in the bond ordinance and subsequent amendment. ADA
projects to fulfill mandates are ongoing and require additional funding. Additional funds are also
needed for the current phase of the Na`alehu/Pahala LCC Replacement and also for repairs and
improvements to County facilities maintained by Parks and Recreation and Public Works
departments. Five projects are added to this authorization to address legal mandates and correct
major deficiencies or meet critical public safety needs.
Funds to meet these additional needs were made available by eliminating or reducing funding for
the Fire Administration Complex, the Makalei Fire Station, and for the Lako Street Extension
project. The County does not currently have adequate funds to initiate construction of the Fire
facility; federal funds have been obtained for a portion of the Makalei Fire Station and the Lako
Street project is not ready to move forward at this time. There is no change to the total amount
of the bond authorization.
The measure was first heard by Your Committee at its meeting of October 20, 2009. Several
Council Members objected to the removal of the Lako Street project and the measure was
postponed.
Communication 571.1 transmitted by Finance Director Nancy Crawford, dated October 29,
2009, amends Exhibit A to restore $1 million for Lako Street and decrease funding for Parks and
Recreation Repairs/Improvements to Facilities by $1 million.

Finance Director Nancy Crawford explained that the funding for the Lako Street project has been
restored as a result of recent changes in the project status with the settlement of a pending
lawsuit
Your Committee on Finance is in accordance with the purpose and intent of Bill No. 161, as
amended to Draft 2, and recommends it pass first reading.
