HomeMy WebLinkAboutRES 282 Draft 01 2008-2010 COUNTY OF HAWAI'I STATE OF HAWAI'I RESOLUTION NO. 282 09 A RESOLUTION TO ASSUME MANAGEMENT, CONTROL AND RESPONSIBILITY FOR ALL OF THE ISLAND OF HAW AI'I 's SMALL BOAT HARBORS, LAUNCH RAMPS AND BOATING FACILTIES WHEREAS, the State of Hawai'i has previously indicated a willingness to turn over management and authority over all State boating facilities on the Island of Hawai'i, to the County of Hawai'i; and WHEREAS, the Hawai' i County Council impaneled an Ad Hoc Committee on Small Boat Harbors and Boating facilities pursuant to Resolution 233-06, with members of the public from each Council district, to consider all issues related to such a takeover; and WHEREAS, pursuant to Communication No. 612.8 dated June 1,2006, the Final Report of the Hawai'i County Ad Hoc Fact Finding Committee on Small Boat Harbors and Boating Facilities concluded that it is both feasible and that it would be highly desirable for the County to pursue the transfer of boating facilities' on this Island to the County of Hawai'i; and WHEREAS, charter, sport, commercial, and subsistence fishing, as well as many other boating activities, are central to Kona's history, culture and way oflife; and WHEREAS, the growth of these activities in the future is expected to be significant; and WHEREAS, the revenues and economic benefits derived from our Island's boating activities are, and will continue to be, substantial; and WHEREAS, revenue generated from boating activities and facilities is presently paid to the State and a significant portion of it is expended off-island; and WHEREAS, the State contribution to the maintenance and upkeep of the harbors and boating facilities on the Island is inadequate; and WHEREAS, frequent disregard for the maintenance issues and upkeep negatively impact the County; and WHEREAS, considerable effort has previously been expended toward the possible acquisition of County control over all of our Island's boating facilities; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it strongly encourages the Mayor to work with the Governor to formulate a detailed and time - sensitive plan for the County of Hawaii to acquire full control of the small boat harbors, launch ramps, and other boating facilities on Hawai`i Island. BE IT FURTHER RESOLVED that the appropriate county official(s) begin discussions with Hawai`i Island legislators to assure their support for such a transfer. BE IT FURTHER RESOLVED that all revenue derived from the use of the Island's boating facilities is to be paid to the County of Hawaii. BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this resolution to the Honorable Mayor William Kenoi, the Director of the Department of Parks and Recreation, the Director of the Planning Department, the Director of Finance, the Honorable Governor Linda Lingle, the Director of the Department of Land and Natural Resources (Division of State Parks), the Chair of the Board of Land and Natural Resources, the Honorable Senator Josh Green, the Honorable Senator Russell S. Kokubun, the Honorable Senator Dwight Y. Takamine, the Honorable Representative Jerry L. Chang, the Honorable Representative Denny Coffman, the Honorable Representative Cindy Evans, the Honorable Representative Faye P. Hanohano, the Honorable Representative Robert N.
