WHEREAS, in the Mayor's message to the Hawaii County Council dated February 27, 2009, on the proposed Operating Budget for the fiscal year ending June 30tH 2010, he states that "we are currently holding 481 positions vacant"; and WHEREAS, Mayor Kenoi has predicted a $44.8 million budget deficit based on a $33.8 million less in projected revenues and $11 million more in projected expenses; and WHEREAS, in a newspaper article dated September 16, 2009, in the West Hawaii today, the Mayor stated "Going forward, there will be unprecedented cuts in every department" and further state "We need to transform government, become more efficient and provide a higher level of quality service with fewer resources."; and WHEREAS, the County Council shares the Mayor's concern and believes that funding placed in vacant positions must be utilized to address the projected shortfalls in next year's fiscal budget; and WHEREAS, having these allocations spread throughout the Operating Budget in line item county positions makes it difficult for the public to see how much funded vacant position dollars are available to help with addressing the upcoming budgetary shortfalls; and WHEREAS, funds kept in these line item vacant positions maybe transferred without Council approval or public review for purposes other then the intended allocation approved by the Council; and WHEREAS, transferring these allocated funds from the vacant positions to the Budget Stabilization Fund will insure that these funds are utilized to deal with our budget crisis and makes the dollar amount transparent to the people of the County of Hawaii; and WHEREAS, the conditions of this resolution shall not apply to any Federal or State funded positions in the County of Hawaii; and WHEREAS, the Council finds that this action is necessary to support the Mayor in his difficult task of dealing with the budgetary shortfall by building up the Budget Stabilization Fund that will not be spent this fiscal year; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Mayor is hereby requested to transfer allocation of all County funded vacant positions throughout the County of Hawaii into the Budget Stabilization Fund, Account Number 010.801.5801.53.341. BE IT FURTHER RESOLVED that the allocation transferred into the Budget Stabilization Fund shall not be spent this fiscal year, and will be utilized to address Fiscal Year 2010-2011 projected budgetary shortfalls. BE IT FINALLY RESOLVED that a copy of this resolution be transmitted to the Honorable Mayor William P. Kenoi, and he shall authorize the Director of Finance to make the necessary transfer in accordance with the terms of this resolution. Dated at Hawaii, this day of 2010. 1NT DUCED BY: .
