HomeMy WebLinkAboutRES 284 Draft 01 2008-2010 OFFICE INFORMATION ONLY Meeting: January 6, 2010 - Council Meeting(30th Session) Action: Close File - January 6, 2010 Re: C-643/Resolution 284-09/FC-130 COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. ~~`~ ~~ A RESOLUTION REQUESTING THE MAYOR TO IMMEDIATELY IMPLEMENT A ZERO-HIRING POLICY FOR THE REMAINDER OF FISCAL YEAR 2009-2010. WHEREAS, Mayor Kenoi has predicted a $44.8 million budget deficit based on a $33.8 million less in projected revenues and $11 million more in projected expenses; and WHEREAS, in a West Hawaii Today newspaper article dated September 16, 2009, the Mayor stated "Going forward, there will be unprecedented cuts in every department" and further states, "We need to transform government, become more efficient and provide a higher level of quality service with fewer resources."; and WHEREAS, continuing to add more people on the County payroll places an additional burden on labor cost during a time that the Mayor is projecting a significant drop in County revenues; and WHEREAS, this added financial burden of hiring new county employees combined with shrinking revenues may jeopardize funding for current County employee positions; and WHEREAS, the County of Hawaii has placed over 100 employment advertisements combined in both major island newspaper publications since January 1, 2009, as well as paying for employment advertisement on the radio throughout this fiscal year; and WHEREAS, labor cost and benefits represents approximately 70% of the operating budget and azero-hiring policy for the rest of the fiscal year is a prudent measure to help control labor and benefit costs, that if not kept in check, may result in the County resorting to increasing real property taxes; and WHEREAS, the conditions of this resolution shall not affect the current recruitment of police officers and fire fighters, and allows for applicants in other departments due consideration for future hiring should the County financial condition improve during the fiscal year 2010-2011; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Mayor is hereby requested to immediately implement azero-hiring policy for the remainder of Fiscal Year 2009-2010. BE IT FURTHER RESOLVED that those applicants that are currently in the hiring process be given due consideration should the County financial condition change during the Fiscal Year 2010-2011. BE IT FURTHER RESOLVED that the conditions of this resolution shall not apply to police and fire recruits that are currently and actively participating in the recruitment training program. BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution to the Honorable Mayor William P. Kenoi, the Director of Human Resources, and all County of Hawaii Department Heads to immediately implement a zero hiring policy for the remainder of the Fiscal Year 2009-2010.
