Nl Enclosed is a bill for an ordinance amending Chapter 24, article 7, Section 24-167 of the Hawai'j County Code 1983 (2005 Edition, as amended), relating to Operations of Vehicles. The purpose of this measure is to amend the requirements for towing of vehicles and trailers. Requiring safety chains for vehicles towing trailers will ensure that the level of safety on our roads and highways are increased. REQUEST: Attached is a bill for an ordinance amending CHAPTER 24, ARTICLE 7, SECTION 24-167 of the Hawai'i County Code Relating to the Operation of Vehicles. The amendment adds safety chain requirements for towed vehicles and trailers. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The County Code currently addresses requirements for equipment identified as towing drawbars or other emergency connections, but does not include any requirement for safety chains to provide additional security. Requiring safety chains for vehicles towing trailers will ensure that the level of safety on our roads and highways are increased.
