RE: Resolution to Amend the Rules of Procedure and Organization of the Council of the
County of Hawai 'i; Relating to Council-Initiated Amendments to Subdivision Control
and Zoning Codes
For the Council's consideration, please find attached a Resolution to amend the Rules of Procedure
and Organization of the Council of the County of Hawai 'i.
The amendment would amend Rule No. 14, Motions, to clarify parliamentary procedure for
submittal of Council-initiated amendments to Chapter 23 (Subdivision Control Code) and Chapter
25 (Zoning Code) of the Hawai'i County Code.
Council-initiated amendments to Chapters 23 and 25 must be referred to the Planning Director and
Windward and Leeward Planning Commissions for their comments and recommendations prior to
first reading by the Council.
I believe the proposed rule change clarifies this procedure and will provide for a more efficient and
effective process.
Please refer this matter to the appropriate committee to meet on December 15,2009.
