Your Committee on Finance, to which was referred Resolution No. 272-09, reports as follows:
Resolution No. 272-09, transmitted by Finance Director Nancy Crawford, via Communication
No. 611, dated November 3, 2009, authorizes the payment of funds of a later fiscal year and of
more than one fiscal year for a multi-year lease for a copy machine.
The Office of the Corporation Counsel wishes to enter into a five-year lease contract for a copy
machine Their current lease will expire on February 9, 2010 and they would like to obtain a new
lease on a faster copier that includes advanced technology and will increase their productivity.
Funds would be budgeted in future fiscal years to cover the costs, which they anticipate to be
under the $8,210 that is currently budgeted.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by
resolution.
Council Member Yagong asked what the cost would be to purchase a copy machine.
Corporation Counsel Lincoln Ashida responded that while he did not have the exact figures, the
cost of purchasing would be considerably more and would not include maintenance and supplies,
as the lease does.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 272-09,
and recommends its adoption.
