Your Committee on Finance, to which was referred Resolution No. 273-09, reports as follows:
Resolution No. 273-09, transmitted jointly with Bill 173, by Finance Director Nancy Crawford, via
Communication No. 614, dated November 3, 2009, authorizes the Office of the Mayor to enter into an agreement
with the State of Hawaii Department of the Attorney General's Crime Prevention & Justice Assistance Division
to receive federal grant funds from the Edward Byrne Memorial Justice Assistance Grant Program.
The funds will be used by the Hawaii Office of the Prosecuting Attorney to implernent the Court House Booking
Project which will provide post-conviction, same-day penal summons booking at the Hilo and Kona court houses.
This project will streamline the post-conviction booking process and will ensure that the information is entered
into the statewide offender based tracking program.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the Council
to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the
powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects
being or to be undertaken pursuant to those powers.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring payment of
funds from the appropriations of a later fiscal year must be approved by resolution.
There was no discussion on this measure.
Your Committee on Finance is in accordance with the purpose and intent of Resolution No. 273-09, and
recommends its adoption.
