Your Committee on Finance, to which was referred Resolution No. 252-09, reports as follows:
Resolution No. 252-09, transmitted by Finance Director Nancy Crawford, via Communication
No. 566, dated October 1, 2009, amends transfers funds as follows:

Pursuant to Section 2-179 of the Hawaii County Code, the Geothermal Relocation and Community
Benefits Fund is to be administered by the Planning Department. The Planning Department is
authorized to establish a program for the relocation of owner-occupants residing neat the Puna
Geothermal Venture's plant and who want to be permanently relocated, and to fund expenditures
for the benefit of lower Puna; including but not limited to, road improvements, water infrastructure
development, land acquisition, parks and recreational facility needs, civil defense, and mass transit
improvements. Expenditures from this fund are to be made in accordance with appropriations
adopted by the Hawaii County Council after receiving recommendations from the Planning
Director
Through the efforts of Council Member Naeole, and as recommended by Planning Director
BJ Leithead Todd, monies from the Geothermal Relocation and Community Benefits Fund are
being requested for the Department of Parks and Recreation to purchase a new pool vacuum for the
Pahoa Pool and to provide for security guard services at the Pohoiki Park.
Council Member Naeole was not present for this resolution and the measure was twice postponed.

In response to Council Member Hoffmann's inquiry, Council Member Naeole explained that the
security positions are filled by an outside firm.
Council Member Yagong likened the security services at Pohoiki to that at the Waipi`o lookout,
where the security officer also provides information to the public. He also clarified that this
expenditure will not affect the relocation money available in the fund, as a minimum balance of
$1 million is required for relocation purposes.
Your Committee on Finance is in accordance with the purpose and intent of Resolution No. 252-09,
and recommends its adoption.
